Here the question is how responsible mothers could be for infant survival before the removal of the worst environmental filth and feculence, a question which develops the setting for the rise of maternal and child welfare movements. The change in the perceived relationship between filth, milk and mothers involved improvements both within the home and in the public environment before interventions would turn to infant welfare. Mothers had to clean their houses and children, people had to have access to adequate supplies of cleaner water, and open sewers and drains had to become less of a public health hazard.

While the City Square had an infant mortality rate of 105, I discovered a rate of 163 for babies in the wooden cottages of Portland Estate, south of Port Adelaide's docks, and 149 in Exeter, an old housing area in the Port. At the same time it was 53 in Unley, the equivalent of a 'yuppie' area with its middle-class and skilled working-class residents, and zero in new subdivisions. 28 What made a difference in this non-epidemic year of 1911 was not the urban setting in which babies lived, but families' socio-economic class and circumstances within houses.
